The Exchange of Tax Information Portal is an initiative of the Global Forum on Transparency and Exchange of Information for Tax Purposes. The Global Forum conducts peer reviews of its member jurisdictions' ability to co-operate with other tax administrations in accordance with the internationally agreed standard. The standard provides for exchange of information on request where it is foreseeably relevant to the administration and enforcement of the domestic tax laws of the requesting jurisdiction. Effective exchange of information requires that jurisdictions ensure information is available, that it can be obtained by the tax authorities and that there are mechanisms in place allowing for the exchange of that information. The Global Forum's peer review process examines both the legal and regulatory aspects of exchange (Phase 1 reviews) and the exchange of information in practice (Phase 2). The EOI Portal will track the development of these peer reviews, including changes that jurisdictions make in response to the Global Forum's recommendations.

New Member Induction Programme launched for Egypt

The Head of the Global Secretariat, Monica Bhatia and Hakim Hamadi, Tax Policy Analyst visited Egypt on 8-10 March 2017 to meet with senior officials and launch Egypt's Induction Programme* and to welcome it into the Global Forum. The launch visit will be followed by the preparation of a Roadmap containing steps to be taken over the coming three years by Egypt and the Global Forum for Egypt to implement and benefit from the international standards.

Saint Lucia expands its capacity to fight international tax avoidance and evasion

Saint Lucia today signed the Multilateral Convention on Mutual Administrative Assistance in Tax Matters. Saint Lucia became the 107th jurisdiction to join the Convention. Hon. Allen Michael Chastanet, Prime Minister and Minister for Finance, Economic Growth, Job Creation, External Affairs and Public Service, signed the Convention in the presence of the OECD Secretary-General, Angel Gurría.

Switzerland, represented by Ambassador Ulrich Lehner , today deposited its instrument of ratification for the multilateral Convention on Mutual Administrative Assistance in Tax Matters ("the Convention") in the presence of OECD Secretary-General Angel Gurría. This ratification re-affirms Switzerland's commitment to greater tax transparency and marks another important step in implementing the Standard for Automatic Exchange of Financial Account Information in Tax Matters developed by the OECD and G20 countries as well as the automatic exchange of Country-by-Country Reports under the OECD/G20 Base Erosion and Profit Shifting (BEPS) Project.

International community continues movement towards greater tax transparency

The Global Forum on Transparency and Exchange of Information for Tax Purposes (the Global Forum) published today 10 new peer review reports demonstrating continuing progress toward implementation of the international standard for exchange of information on request. Brazil, Jamaica and Uruguay expand their capacity to fight international tax avoidance and evasion

Jamaica and Uruguay today signed the Multilateral Convention on Mutual Administrative Assistance in Tax Matters and Brazil deposited its instrument of ratification of the Convention on the occasion of the launch of the OECD’s Latin American and Caribbean Regional Programme and the OECD Ministerial Council Meeting. The second of the training series for the Exchange of Information on Request (EOIR) second round of reviews took place in in London on 9- 13 May 2016. The training was a great success with more than 50 tax officials from 28 jurisdictions, in attendance. The event was organised by the Global Forum Secretariat and hosted by HM Revenue & Customs. The training took the form of a 5-day seminar with a “360 degree” format designed to prepare both assessed jurisdictions and assessors for the second round of EOIR peer reviews which will commence in the second half of this year.

China takes important step to boost international co-operation against tax evasion

Today the People’s Republic of China became the 77th jurisdiction to sign the Multilateral Competent Authority Agreement (MCAA), which allows it to move forward with plans to activate automatic exchange of financial account information in tax matters and commence exchanges with other countries in 2018. The G20 Leaders have repeatedly stressed their commitment to automatic exchange of information, most recently at their November meeting in Antalya, Turkey.

The EU Commission on June 17, made an announcement regarding third party non-cooperative jurisdictions. In response, Pascal Saint-Amans, Director of the OECD Centre for Tax Policy and Administration and Monica Bhatia, Head of the Global Forum Secretariat sent a letter to all Global Forum members. The Global Forum Secretariat has now produced a simple fact sheet which brings together in one place the tax transparency measures taken by the jurisdictions on the pan-EU list. It shows the very significant progress that most of these jurisdictions have made in implementing the international standards.

Major new steps to boost international cooperation against tax evasion

29/10/2014 - The new OECD/G20 standard on automatic exchange of information was endorsed today by all OECD and G20 countries as well as major financial centres participating in the annual meeting of the Global Forum on Transparency and Exchange of Information for Tax Purposes in Berlin. A status report on committed and not committed jurisdictions will be presented to G20 leaders during their annual summit in Brisbane, Australia on November 15-16.

Switzerland signs first tax information exchange agreement with Isle of Man

Report on the United States Virgin Islands

The United States Virgin Islands (USVI) was scheduled to undergo a Phase 1 review in the first half of 2012 and a Phase 2 review in the first half of 2013. After reviewing the particular circumstances of the USVI, the Global Forum finds that the relationship between the United States and the USVI is such that the conclusions of the United States’ own review may generally be extended to the USVI. In particular, the power of the IRS to obtain information in the possession or control of persons in the USVI and exchange this information with its treaty partners is clearly established, and the rules contained in the United States’ Internal Revenue Code regarding availability of ownership, identity and accounting information apply generally to entities and arrangements organised in the USVI pursuant to the “mirror code”. Consequently, the USVI has been removed from the schedule of reviews. Click on the link below to read the report.

The Global Forum on Tax Transparency welcomes Romania as new member

Romania has joined the Global Forum on Transparency and Exchange of Information for Tax Purposes. As the 118th member of the Global Forum, it will participate in the peer review process which encourages all countries to adopt effective exchange of information in tax matters. “We are delighted to welcome Romania as a new Global Forum member”, said OECD Secretary-General Angel Gurría “Romania will now be among the jurisdictions that are directly involved in the international effort to make tax systems worldwide transparent and fair to all, and I look forward to strengthening our mutual cooperation in this important field..” The Global Forum’s aim is to ensure that all jurisdictions adhere to the same high standard of international cooperation in tax matters and governments come together to fight and prevent tax evasion. Membership of the Global Forum keeps growing - a clear indication of the value of its work to countries worldwide. Guatemala: commits to international exchange of tax information

Tax agreement with Panama

The Nordic countries have signed yet another information exchange agreement with an off-shore financial centre, this time with Panama. The latest success for the Nordic campaign to curb international tax evasion is an agreement reached on Monday 12 November between Panama on the one hand and Sweden, Denmark, Norway, Finland, Iceland, Greenland and the Faroe Islands on the other. Since 2007, a unique Nordic project has resulted in a whole series of agreements with so-called offshore financial centres. The agreement with Panama is the 39th in the series, which provides the Nordic countries with insight into who has been evading tax. The total amount involved runs into billions. For constitutional reasons the treaties are bilateral and have to be processed by the national parliaments. Once this has been done, it will no longer be possible to move hidden assets and money to Panama. The Nordic countries will also be able ask for information about assets belonging to Nordic companies and private individuals. The agreement was signed on 12 November 2012 at a ceremony in the Panamanian embassy in London. Burkina Faso and Cameroon have joined the Global Forum on Transparency and Exchange of Information for Tax Purposes. As 112th and 113th members of the Global Forum they will participate in the peer review process which encourages all countries to adopt effective exchange of information in tax matters. “We are delighted to welcome Burkina Faso and Cameroon as a new Global Forum members”, said OECD Secretary-General Angel Gurría. “They are now among the jurisdictions directly involved in the international effort to make tax systems worldwide transparent and fair to all. Following their lead and that of other African countries, we look forward to continue strengthening international and regional cooperation in Africa.. Membership of the Global Forum has gradually grown, and the fact that more African countries recently joined it highlights the importance of the work being carried out by the Forum over the last few years. Having the African Tax Administration Forum (ATAF) as an observer of the Global Forum helps to increase co-operation in the African region. Consistently supported by G-20 leaders, the Global Forum has, since 2010, published 79 peer review reports containing 495 recommendations to help jurisdictions improve their cooperation in tax matters. As a result, more than half of the countries reviewed have already introduced or proposed changes to their laws. The Global Forum recently launched Phase 2 of its review process, which will examine countries’ effectiveness of exchange of information practices. The next meeting of the Global Forum will be held on 26-27 October 2012 in Cape Town, South Africa. Tax co-operation boosted as Global Forum publishes new reports

Pressure to end tax evasion grows as the Global Forum publishes new reviews

05/04/2012 - The Global Forum on Transparency and Exchange of Information for Tax Purposes has just completed peer reviews of another 11 jurisdictions. Reports on Brazil, Chile, Costa Rica, Cyprus, the Czech Republic, Guatemala, Malta,Mexico, Saint Vincent and the Grenadines and the Slovak Republic evaluate whether their national laws allow transparency and international exchange of tax information (Phase 1). The review of Korea also looked at the effectiveness of Korea’s exchange of information in practice (Phase 1 plus Phase 2). These reports bring to a total of 70 the number of peer review the Global Forum has completed since March 2010. The Global Forum also issued 3 supplementary reports - for Barbados, Bermuda and Qatar – which assess the whether these jurisdictions have acted upon the Forum’s recommendations to improve agreements and legislation. All three jurisdictions’ compliance with the international standards has progressing significantly. The Phase 2 reviews for Bermuda and Qatar will take place in the second half of 2012 and for Barbados in the first half of 2013.

The Global Forum held its 4th Assessor Training Seminar

From 18 to January 2012, in Buenos Aires, Argentina, the Global Forum on Transparency and Exchange of Information for Tax Purposes held its 4th Assessor Training Seminar. The meeting was attended by delegates of 22 jurisdictions and several international institutions. As well as the in-depth training, the seminar provided an interesting opportunity for participants to cultivate and establish useful contacts with colleagues from all over the world. It was held in conjunction with the special meeting for international and regional organisations regarding the Global Forums platform for international organisations to co-ordinate their technical assistance activities concerning tax transparency and information exchange.

1st Global Forum’s meeting on the Technical Assistance Platform

The Global Forum on Transparency and Exchange of Information for Tax Purposes hosted on 20 January 2012, in conjunction with the Assessor Training Seminar, a special meeting for international organisations and development agencies. The meeting sought comments on a proposal for a technical assistance coordination platform to be hosted by the Global Forum and focused on the areas of tax transparency and information exchange. The meeting brought together more than 50 representatives of 19 international organisations and development agencies, by way of video and telephone conferencing, using meeting sites established in Buenos Aires and Paris.

Barbados develops its EOI network

In the last few weeks, Barbados signed its first three Tax Information Exchange Agreements (TIEAs) with Denmark, the Faroe Islands and Greenland. These represent the first agreements of this kind signed by Barbados since the adoption of the 2002 Model Agreement on Exchange of Information on Tax Matters. Barbados also signed two new Double Tax Conventions with the Czech Republic and Iceland, and updated four other treaties by signing amending protocols to its DTCs with Canada, Finland, Norway and Sweden.

13 Peer Review Reports and 5 Supplementary Reports Adopted

Members of the Global Forum adopted and published a new set of 18 peer review reports, including 7 supplementary reports, bringing to 66 the number of reports completed since March 2010. Reports on Brunei Darussalam, the Former Yugoslav Republic of Macedonia, Gibraltar, Hong Kong (China), Indonesia, Macao (China), Malaysia, Uruguay and Vanuatu focus on their legal frameworks which allow for transparency and international exchange of information. The reviews of Japan, Jersey, the Netherlands and Spain consider in addition these jurisdictions’ exchange of information in practice. The five supplementary reports – for Mauritius, Monaco, San Marino, the Turks and Caicos Islands, and the Virgin Islands (British) – assess the changes to legislation that these jurisdictions have made to address recommendations made by the Global Forum in previous reviews.

The Global Forum expands as El Salvador, Mauritania, and Morocco commit to the standard

With El Salvador, Mauritania, and Morocco joining the Global Forum, now 105 member jurisdictions actively work toward effective exchange of tax information. Thanks to their participation in the works of the Global Forum, all jurisdictions benefit from the peer review process and will share the advantages of a fully transparent tax environment. Eleven new jurisdictions committed to the standard in 2011, showing the worldwide reach of Global Forum’s activities.

Trinidad and Tobago becomes the 102nd Global Forum member

Panama meets target for international exchange of tax information

Panama today moved to the OECD’s list of jurisdictions considered to have substantially implemented the standard for exchange of information when it signed a tax information exchange agreement with France. This brings Panama’s total agreements to the critical 12 that meet the international standard.

Costa Rica expands its network for international exchange of tax information

Costa Rica has recently signed agreements allowing for exchange of tax information with Australia and the Nordic economies, bringing its total network of exchange of information treaties to 12 and moving it to the list of jurisdictions considered to have substantially implemented the internationally agreed tax standard.

Liberia expands its network for international EOI

The Republic of Liberia has signed an agreement allowing for exchange of tax information with Ghana on Friday, 24 February 2011. Liberia had previously signed 11 such agreements – including agreements with the Nordic economies, France, the Netherlands, the United Kingdom and Portugal. Liberia’s signing with Ghana brings their total to 12 agreements that meet the internationally agreed tax standard. Liberia has been participating in the OECD’s multilateral TIEA negotiation program since early in 2010, and has also actively pursued its own schedule of negotiations. Liberia’s signing with Ghana is an important step towards bringing greater co-operation on the African continent. Liberia has also concluded negotiations for agreements with a number of other partners that it hopes to sign shortly.




G20 Finance Ministers and Central Bank Governors: Final Communique

The G-20 Finance Ministers and Central Bankers met in Paris, France on 18-19 February 2011. In their Communiqué they refer to the work of the Global Forum. A copy of the relevant paragraph is shown below. 7. We reiterated our call to improve compliance with international standards and strengthen the process of identifying non-cooperative jurisdictions. We look forward to the forthcoming update by FATF of the public list of jurisdictions with strategic deficiencies and to a public list of all jurisdictions evaluated by the FSB ahead of the next G20 Leaders Summit. We welcome the 18 peer reviews issued by the Global Forum on Transparency and Exchange of Information and urge all jurisdictions so far identified as not having the elements in place to achieve an effective exchange of information to promptly address the weaknesses. We look forward to the progress report by November 2011, based on the expected completion of around 60 phase 1 reviews, to address in particular the jurisdictions' quality of cooperation with the Forum, level of compliance and unsolved deficiencies. We call upon more jurisdictions to join the Global Forum and to commit to implementing the standards. We urge all jurisdictions to extend further their networks of Tax Information Exchange Agreements and encourage jurisdictions to consider signing the Multilateral Convention on Mutual Administrative Assistance in Tax Matters.

The Philippines implements international tax standard

The Philippines today moved up to the list of jurisdictions that ‘have substantially implemented the internationally agreed tax standard’. After passing legislation earlier this year, the Philippines this week issued regulations to implement the new legislation. The Philippines has a network of more than 30 treaties that provide for exchange of information in tax matters. Until now, however, domestic legal restrictions prevented its tax authorities from obtaining and exchanging certain types of information, such as bank information. The new law and regulations remove these restrictions, thus enabling many of the Philippines’ existing treaties to meet the international standard. Commenting on the latest development, Jeffrey Owens, Director of the OECD’s Centre for Tax Policy and Administration, said: “The Philippines has participated in the work of the Global Forum since 2005. I am very pleased to see that it has now upgraded its legislation to meet the international standard, reflecting the worldwide movement towards greater transparency and exchange of information. There is a great deal of ongoing progress in jurisdictions’ domestic laws as well as signing exchange of information agreements as they move to implement the international standards. We look forward to working with the Philippines over the coming years”.
